fix(widget): restore radar map context

Add the Austin map underlay to the radar scope, keep the HERE point aligned, and size the image so the circular scope has map data on every edge. This also keeps aircraft rows interactive, preserves category icons, and adds the desktop-widget verification gate for future widget rendering changes.
